The ordinary meeting of Northwood Parish Council, to be held in the School Hall at Northwood Primary School, Wyatts Lane, Northwood, Isle of Wight on Tuesday, 1 October 2013  commencing at 6.30 pm, for the transaction of the business as set out in the agenda below.

 

Members of the public and press are welcome to attend.

 

The meeting of the Parish Council will commence immediately after the Public Forum, which will begin at 6.30 pm for the duration of 15 minutes, if necessary.  This provides an opportunity for any member of the public to ask questions of members of the Parish Council.

 

AGENDA

1. To receive and approve any apologies for absence
2. Members’ interests
To receive any declarations of Members’ interests and written requests for Dispensations on items forming the agenda
3. To receive a report by the Local Safety Neighbourhood Officer, plus an opportunity to discuss local policing priorities
4. To welcome IW Cllr Steve Stubbings, to advise on his view of the role of parish councils in the eyes of the new Council and how Northwood might benefit under the Community Asset Transfer scheme and the Community Right to Buy scheme
5. To confirm and authorise the Chairman to sign the Minutes of the previous meetings of the Parish Council held on 3 September 2013 (Paper A)
6. To receive any matters arising on the Minutes, not requiring a resolution

7. Town and Country Planning
a. To consider the following application received and make comments in accordance with the guidance for material planning considerations listed at
http://www.iwight.com/council/departments/planning/appsdip/MakingCommentsInfo.aspx
TCP/059892/L Hillis Gate Riding Stables, Hillis Gate Road, Newport – Replacement of planning permission proposed stable block and tack room, in order to extend the time limit for implementation
b. To note the following decisions taken by the Local Planning Authority since the last meeting of the Parish Council
A/02618 1 Mariners Way, Northwood – Conditional Planning Permission for one non-illuminated fascia sign
8. To consider any necessary action that the Parish Council should take to prevent inconsiderate parking around the village
9. To give consideration to undertaking an Emergency Plan – Cllr Pullen (Paper B)
10. To consider allocating Areas of Special Responsibilities to councillors – Cllr Fuller
11. To appoint a councillor as the designated Health and Safety representative
12. To consider and comment on the following consultation:
The Constitutional Review Survey (Paper C)
13. To approve the request for a letter of support from the Friends of Northwood Cemetery (Paper D)
14. To receive progress reports for information only from Working Party leads
a. Traffic and Transport Issues Working Party – Cllr Riddet
b. Northwood in Bloom Working Party and to also approve costs of the winter planting –  Cllr Pullen (Paper E)
c. Parish Plan Working Party – Cllr Fuller
15. To receive the report for information of Cllr Nicholson, the IWC Ward Member for Cowes South and Northwood – (Paper F)
16. To receive a report on the Executive Committee meeting of Isle of Wight Association of Local Councils (IWALC) held on 19 September – Cllr Ward
17. To receive a report on the meeting of the Community Waste Advisory Group held on 4 September – Cllr D Smith

To establish a Precept Working Party to consider a draft Precept for 2014/15
b. Finance
i. To receive the interim budget statement to the end of September 2013 and the bank reconciliation with Statement No 62 (Paper  G)
ii. To receive the half yearly budget statement to the end of September 2013 (Paper H)
iii. To authorise payment of the following cheques:

PUBLIC SPEAKING
In accordance with Standing Order 27, any member of the public wishing to speak on an item on the agenda may speak at a Council meeting at the start of the agenda item for a period not exceeding 3 minutes.
When a ‘Group’ of members of the public wish to speak on an item, they will, subject to the Chairman’s discretion be required to nominate a representative who may speak for a maximum of 3 minutes.
It would assist the smooth running of the meeting if you would advise the clerk prior to the start of the meeting of your wish to speak.
