The ordinary meeting of Northwood Parish Council, to be held in the School Hall at Northwood Primary School, Wyatts Lane, Northwood, Isle of Wight on Tuesday, 4 March 2014 commencing at 6.30 pm, for the transaction of the business as set out in the agenda below.

 

Members of the public and press are welcome to attend.

 

The meeting of the Parish Council will commence immediately after the Public Forum, which will begin at 6.30 pm for the duration of 15 minutes, if necessary. This provides an opportunity for any member of the public to ask questions of members of the Parish Council

 

AGENDA

 

1. To receive and approve any apologies for absence
2. Members’ interests
To receive any declarations of Members’ interests and written requests for Dispensations on items forming the agenda
3. To receive a report by the Local Safety Neighbourhood Officer, plus an opportunity to discuss local policing priorities
4. To confirm and authorise the Chairman to sign the Minutes of the previous meetings of the Parish Council held on 4 February 2014 (Paper A)
5. To receive any matters arising on the Minutes, not requiring a resolution
6. Town and Country Planning
a. To consider the following planning applications received and make comments in accordance with the guidance for material planning
considerations listed at

i. TCP/ 158381/F 28 Oxford Street, Northwood – Demolition of garage and conservatory; alterations; two storey side extension and single storey rear extension to provide additional living accommodation
ii. TCP/25176/F 26 Nodes Road, Northwood – Proposed extension at first floor level to provide bedroom (revised plans)
iii. TCP/31003, P/00491/12 Camp Hill Wind Farm –  Proposals to transport the wind turbines to the application site from the Dock at junction with Arctic Road
b. To note the decision taken by the Local Planning Authority since the last meeting of the Parish Council
TCP/ 95 Pallance Road, Northwood – Conditional Planning Permission for the demolition of single storey rear extension; two storey side extension and extension at first floor level to convert existing bungalow into a house to include dormer windows on front and rear elevations
c. To note that the Local Planning Authority has received amended plans for Application TCP/11337/A 135 Pallance Road, Northwood that are a minor revision and therefore further comments are not required
d. To note that application TCP/30985 Proposed asphalt plant together with associated ancillary facilities including a mobile cold recycling plant, mobile crusher, weighbridge, offices, lorry park, storage bays, workshop and access at Medina Wharf was withdrawn by the applicant on 13 February
e. To note the preliminary notice for the proposed demolition of Medham Farm Bridge (Remains) (Paper B)
f. To comment on the draft Children’s Services Facilities Contributions and Solent Special Protection Area Supplementary Planning Documents (Paper C)
7. To give consideration to  organising a “Big Tidy Up” event
8. To consider the proposed Consultation Protocol between Isle of Wight Town and Parish Councils and the Isle of Wight Council (Paper D)
9. To receive a report on the meeting with Mr Alex Minns, Strategic Manager for Recreation, Leisure and Public Spaces held on 21 February (Paper E – the Clerk)
10. To receive a report on the ‘Planning for the Future of the Medina Valley’ meeting held on 24 February – Cllr Jaggar
11. To receive progress reports for information from Working Party leads
a. Traffic and Transport Issues Working Party – Cllr Riddet
b. Northwood in Bloom Working Party –  Cllr Pullen
c. Parish Plan Working Party – Cllr Fuller
d. Emergency Plan Working Party – Cllr Smith
12. To receive a report of the meeting of IWALC’s Financial & General Purpose Committee held on 20 February – Cllr Ward
13. To receive the report for information of Cllr Nicholson, the IWC Ward Member for Cowes South and Northwood (Paper F – to follow)

PUBLIC SPEAKING
In accordance with Standing Order 27, any member of the public wishing to speak on an item on the agenda may speak at a Council meeting at the start of the agenda item for a period not exceeding 3 minutes.
When a ‘Group’ of members of the public wish to speak on an item, they will, subject to the Chairman’s discretion be required to nominate a representative who may speak for a maximum of 3 minutes.
It would assist the smooth running of the meeting if you would advise the clerk prior to the start of the meeting of your wish to speak.
