Dear Councillors

You are hereby summoned to attend an ordinary meeting of Northwood Parish Council, to be held in the *School Hall at Northwood Primary School, Wyatts Lane, Northwood, Isle of Wight on Tuesday, 2 November 2010 commencing at 6.30 pm for the transaction of the business set out in the agenda below. 
Members of the public and press are welcome to attend.

 The meeting of the Parish Council will commence immediately after the Public Forum, which will begin at 6.30 pm for the duration of 15 minutes, if necessary.  This provides an opportunity for any member of the public to ask questions of members of the Parish Council.
AGENDA

1. To receive any apologies for absence.
2. To receive declarations of interest on items on the agenda
3. To welcome Mrs P Toms, the contact in respect of the request for Grant Funding by Northwood Primary School – Lunchtime Gardening Club towards the £620 cost of the supply and installation of a plug socket and light in the brick shed (Paper KI of the agenda for the September meeting)
4.  To consider further arrangements for the appointment of a co-opted councillor
5. To confirm and authorise the Chairman to sign the Minutes of the meeting of the Parish Council held on 5 October 2010 (Paper A)
6. To receive any matters arising on the Minutes, not requiring a resolution.
7. To receive a report by the Local Safety Neighbourhood Officer, plus an opportunity to discuss local policing priorities.

8. Town and Country Planning
a. To approve the Minutes of the meeting of the Planning Sub Committee held on 19 October 2010 (Paper B)
b. To consider the following application received and make comments in accordance with the guidance for material planning considerations listed at http://www.iwight.com/council/departments/planning/appsdip/MakingCommentsInfo.aspx
i. TCP/30325 103 Pallance Road, Northwood, PO31 8LS – Rebuild garage and lounge and add 1st floor extension to bungalow
ii. TCP/25467/A 34 Oxford Street, Northwood, PO31 8PT – Demolition of garage, proposed replacement detached garage/workshop, extension to driveway, proposed two storey side extension to provide additional living         accommodation
iii. TCP/26203/C land at 34 Wyatts Lane, Northwood, PO31 – Alteration, conversion and change of use of barn from light industrial into single residential unit; new and repositioned boundary walls, parking and         alteration to vehicular access
iv. TCP/27600/D land at Nodes Farm, Nodes Road, Northwood, PO31 – Alterations to existing telecommunications equipment to include extension of 12m high monopole mast to 15m complete with 3 no Vodaphone antennas and 3 no O2 antennas, the installation of additional equipment cabinet and associated works
c. To note the decisions taken by the Local Planning Authority since the last meeting of the Planning Committee –
        TCP/04016/B 84 Wyatts Lane, Northwood, PO31 8QA – Conditional Planning Permission for a single storey extension to form utility room with wc and enlarged kitchen/dining room and lounge; two single storey         extensions to enlarge garage
d. To note details of the appeal submitted to the Secretary of State for Communities and Local Government against the IW Council’s decision to refuse planning permission in respect of the removal of condition         No 23 on P/01589/09 –TCP/21760/X, which restricts the times and deliveries to/dispatches from the approved retail foodstore on the site of BAE Systems Ltd, Newport Road, Cowes (Paper C)
8. To consider the recommendations of the Precept Working Party for the Precept for 2011-12 (Paper D)
9. To consider what response, if any, to make with regard to the following consultations IW Council Sex Establishment Policy (Paper E – circulated by email on 28 October)
10. To consider items at the request of Gurnard Parish Council
i. Community Transport Schemes (Paper F1)
ii. Northwood House (Paper F2)
11. To consider if any action is required to be taken in respect of the withdrawal of the hand held speed camera scheme in the Cowes wider area
12. To consider any further action in respect of the Green Towns Project
13. To consider if there is a need to purchase a further seat adjacent to the new play area (Paper G – Cllr Pullen)(To follow)
14. To consider if there is a need for a Community Centre for the Village (Paper H – Cllr J Pullen)(To follow)
15. To consider any action in respect of Northwood Glebe, known as Wards Copse (Paper I – Cllr P Fuller)(To follow)

2. Northwood Community Partnership requesting the sum of £172.00 being the cost they incurred of plants for the winter planting and to consider what action to be taken in respect of this irregular action (Paper         K2)
3. The invitation to ’Buy a piece of the island and support the NatWest Island Games 2011 (Paper K3)
b. Administration
        To review the Parish Council’s Grant Application form (Paper L)
16. To receive for information the report of Cllr R Mazillius, the IWC Ward Member for Northwood (Paper M – to follow)
17. To receive progress reports from Working Parties (Paper N)

PUBLIC SPEAKING
In accordance with Standing Order 27, any member of the public wishing to speak on an item on the agenda may speak at a Council meeting at the start of the agenda item for a period not exceeding 3 minutes. When a ‘Group’ of members of the public wish to speak on an item, they will, subject to the Chairman’s discretion be required to nominate a representative who may speak for a maximum of 3 minutes. It would assist the smooth running of the meeting if you would advise the clerk prior to the start of the meeting of your wish to speak.
