Horses on pavements

Its a bit like are bikes allowed on pavements? Answer, No. But if its a young child out for the first few times I dont see a problem, but if its an experienced rider going flat out and showing no respect for pedestrians I would like to see them fined! Its not funny to step out your gate and be hit by a bike.
The odd time I have seen horses on pavements its been young people who dont seem to care about anything and they even use mobile phones at the same time as riding, or its a mature rider that appears to be a on a horse that likes to plod at about 2 miles an hour, hardly going to scare people, and probably holds up cars on narrow lanes in Northwood.
You MUST NOT take a horse onto a footpath or pavement, and you should not take a horse onto a cycle track. Use a bridleway where possible. Equestrian crossings may be provided for horse riders to cross the road and you should use these where available (see Rule 27). You should dismount at level crossings where a ‘horse rider dismount’ sign is displayed.
