Horseshoe Inn/Northwood Garage Traffic Lights

I wonder how many of you are often puzzled as to why the traffic lights at the Northwood Garage junction remain on red when yours is the only vehicle on the road at the junction. With today’s modern technology, surely they could be made to sense if there is a vehicle waiting in either direction.

They are clearly on a timer and do you really think that the council will pay for the kind of technology on a small junction!
