Minutes of the Extra Ordinary Meeting of Northwood Parish Council, held in Northwood Primary School, Wyatts Lane, Northwood, Isle of Wight on Tuesday, 15 March 2011

Present: Councillors Paul Fuller (Vice Chairman), Colin Cramp, Roger Mazillius, (also the IW Cllr for Cowes South and Northwood), Ray Mew, Chris Riddet

In attendance:
Barbara Herbert (Clerk and RFO)

There were no members of the public present.

201/10-11 Apologies
Apologies had been tendered by Cllrs John Fuller and John Pullen.

202/10-11 Declarations of Interest
Cllr Roger Mazillius declared a personal interest in Minute No 203/10-11 as he was a friend of the owner of the garage and purchased his cars from him on a regular basis.
Cllr Colin Cramp declared a personal interest in Minute No 203/10-11 as he had purchased a car from him.
Cllr Chris Riddet declared a personal interest in Minute No 203/10-11 as he purchased his cars from him on a regular basis.
Cllr Paul Fuller declared a personal and prejudicial interest in Minute No 203/10-11 as he was a member of the IW Council’s Planning Committee

203/10-11 Town & Country Planning
Cllr Paul Fuller having declared a personal and prejudicial interest in the following item of business left the meeting room prior to any discussion or decision thereon.
Cllr C Cramp took the chair.

To consider the following application received and make comments in accordance with the guidance for material planning considerations listed at
TCP/30450 Somerton Garage, 258 Newport Road, Cowes, PO31 – Use of existing garage forecourt for car washing by hand.


THAT Northwood Parish Council raises no material planning objections.

Cllr Paul Fuller returned to the meeting room and resumed the chair.

204/10-11 To consider the Letter from the IW Councils Public Transport Officer, Mr Martyn Mullins, regarding the current local bus service contract and to identify any local unmet public transport needs from September.
Cllr C Riddet advised that, in a telephone conversation with Mr Mullins, he had been advised that Service 1 would not be effected, as this would continue to be run on a commercial basis.  With regards to Service 32, the IW Council had already announced that this route would be discontinued with effect from 3 September 2011, as  part of the budget setting for 2011/12.


i. THAT all the bus services outlined in the letter, dated 25 February, were vital to the residents of Northwood. It was important for the subsidies to be maintained to ensure that no service be discontinued.

ii THAT in view of announcements made by the IW Council, as part of its budget setting for 2011-12, the IW Council be advised that Northwood Parish Council, as part of the Cowes, Northwood & Gurnard Community Transport Forum, were in advanced discussions with Southern Vectis over the operation of a community bus service for the replacement of Service 32, with effect from 3 September when it is due to be discontinued.
The local public have demonstrated a real need for this service to be maintained by submitting two substantial petitions and over 30 letters and emails of support for the continuation of this service.
