NORTHWOOD PARISH COUNCIL

Minutes of the Extra Ordinary Meeting of Northwood Parish Council, held in Northwood Primary School, Wyatts Lane, Northwood, Isle of Wight on Tuesday, 17 May 2011 commencing at 8.15 pm.

Present: Councillors John Pullen (Chairman), Pat Bentley (Vice Chairman), Colin Cramp, Roger Mazillius (also the IW Cllr for Cowes South and Northwood)

In attendance:
Barbara Herbert (Clerk and RFO)

There were two members of the public present.

No declarations of interest were made at this stage.

33/11-12  To consider the proposed draft response to the IW Council’s Core Strategy – Local Development Framework

Mr Martin Young, a local resident, was present and addressed the Parish Council. He expressed his horror that most, if not all, the sites identified in Northwood were on agricultural land. Mr Young referred to information made available on a BBC website at the beginning of the year, which advised that the demand for food worldwide would increase by 50%, during the next two decades. Mr Young stressed the need for houses to be only built on brownfield sites, protecting all greenfield land from development, for the sakes of our children and grandchildren. Councillors expressed their agreement with the points raised by Mr Young, that all agricultural land should be protected from future development. The location for housing development was a balance, which had to be undertaken wisely with minimum consequences.

Consideration was given to the draft response to the consultation attached to the agenda and to the revised proposal tabled.  During discussion further comments and additions were suggested to be included within the Parish Council’s response.  Specific mention was made to the importance of including the protection of the rural countryside, particularly the green western boundary of the Parish. It was suggested that any development at Site LDF 308 or LDF 150, would make finding valid grounds to object to further adjacent countryside development very difficult to propose.  The existing green corridors between Northwood and Cowes and Northwood and Newport were very important, in order for the village to retain its identity.

Clarification was sought in respect of Site LDF 150, with regard to the area designated as Village Green status. 

Reference was made to the consultation meeting organised by Cllr Mazillius, held at the WI Hall the previous evening, which had been extremely well attended.  It was emphasised that it was now most important for those residents to submit their representations, whether in favour or against the proposals.

A question was raised in respect of the current trend of building 500 new homes per year on the Isle of Wight and whether this was justified or sustainable.  It was suggested that this was due to natural demand, with the market, through population growth, deciding the number of homes built.  To avoid stagnation, demographic growth should be met, but without the desecration of greenfield sites.

RESOLVED :

i. THAT Cllr Bentley be tasked with producing the Parish Council’s response, amalgamating suggestions from the two proposals, specifically mentioning the importance of retaining the rural countryside from development, particularly the green western boundary of the Parish and highlighting the designation of Village Green status to part of Site LDF 150;

ii. THAT the clerk circulates the proposed response for any comments, prior to submission within the approved timescale;

iii. THAT the Parish Council’s response be included in the Northwood news and the Northwood Village website.

34/11-12 Mobile Street Trading Applications

i. Mr D Lavell T/A American Ices – Ice Cream trading consent for All Island, times requested All days from 10.00 am to 8.00 pm.

RESOLVED :

THAT no comment be made in respect of the application submitted by Mr D Lavell T/A American Ices

ii. Mr D Blaszczyk T/A Domino – Hot and Cold Food, Ices, Hot and Cold Drinks trading consent for All Island, times requested All days 8.00 am to 5.00 am the following day.

RESOLVED :

THAT no comment be made in respect of the application submitted by Mr D Blaszczyk T/A Domino
