Minutes of the Meeting of Planning Committee, held in the Women’s Institute Hall, Northwood, Isle of Wight on Tuesday, 15 September 2009

Present: Councillors Peter Brooker (Chairman), John Pullen (Vice Chairman),  Colin Cramp, Marie Ely, Roger Mazillius, Colin Palmerton, Eileen Turner-Palmerton

In attendance: 
Barbara Herbert (Clerk and RFO)
There were no members of the public present.

6. Apologies
        Apologies had been received from Cllr Paul Fuller.

7. Declarations of Interest
Cllr Mrs M Ely declared a personal interest in Minute 9 a ii as   she knew the applicant
Cllr R Mazillius declared a personal interest in Minute 9 a i as he knew the applicant

8. Minutes of the Meeting held on 18 August 2009


THAT the Minutes of the Meeting held on 18 August 2009 be confirmed as a true record and that the Chairman be authorized to sign the Minutes on behalf of the Council.

9. Town and Country Planning
a. Consideration was given to the following applications received and  comments made in accordance with the         guidance for material planning considerations listed at

i. TCP/29813 Land opposite 5, The Ridge, Medham, Cowes, Isle of Wight, PO31 8QN – Detached timber         garage/storage shed with a slate roof
The applicant, in support of their application, had submitted an additional letter.  The chairman advised         of its contents.


  THAT this Parish Council has a number of concerns and raises objections to the application in respect of:

a. The visual impact of the proposed building, as it would be visually intrusive from nearby properties and to those persons using the adjacent footway;
b. Unjustified size of the building, as it was considered that no valid reasons had been presented to support the need for such a large and apparently permanent structure;
c. Setting a precedent, as the structure was considered to be out of character for such an area designated as agricultural land and concerns were expressed that it appeared the land was being turned into an extension of the applicants’ garden;
d. Should the application be granted, a condition to be imposed for the building to be completely screened from neighbouring properties and any persons using the adjacent footway.

ii. TCP/24497/C land adjacent 127 Wyatts Lane, Northwood, Cowes, Isle of Wight PO31 8PU – Proposed detached dwelling with parking; vehicular access


THAT this Parish Council raises no material planning objections.

b. The decision taken by the Local Planning Authority, since the last meeting, to grant conditional planning approval for the proposed dormer window to the front elevation; addition of two velux roof lights to east and west elevations at 66 Pallance Road, Northwood was noted:
