Thank you (to some) dog walkers

Question: Why is it that there is a minority of dog walkers that think it is fine to use the footpath from Newport Road to Nodes Road as an exercise/toilet facility for their dogs (Also true for other roads around Northwood too).
Having been chased by a free-roaming dog (with its owner further up the lane – a portly fellow in a fluorescent yellow jacket) one evening, my first job at work this morning is to clean the dog mess from off of my shoe.
I have to admit that most dog walkers are fine and do clean up after their pets – unfortunately it’s the minority that let the side down.
